The web is definitely a platform of its own. If you look at what Google is pushing with Chrome, they're adding ways for websites to interface with USB devices, your file system, Bluetooth, etc. All things that have traditionally only been available to native apps.

I can also see a potential future where internet speeds are so fast and universally available that we can just rely on computers in the cloud to do all the hard work while our personal devices just run a browser. Chromebooks are already trying to make this happen.

What I'm not sure about is if building a browser is the right answer for that future. Unless you build your own browser engine (see how well EdgeHTML went) and hardware, you are at the mercy of the engine you choose. This limits your opportunities to provide value to only the browser UI.

Competing just on UI is a challenge, especially when web browsers are extensible. A lot features you could add likely already exist as a Chrome extension or web app. Chrome, Safari, and Edge could do things you can't do because they're more tightly integrated with the host OS too.
